Penny Arcade
If you've somehow not heard, this is pretty much the biggest webcomic in existence. The gaming comic to end all gaming comics.
Realms of Ishikaze
Created by the author of Angel Moxie, Realms of Ishikaze is a comics about an MMORPG of the same name. It's been described as .hack without all the existential crap, and is well worth a read. The entire first book is free to read, as well as the newest page posted every Wednesday and Saturday.
Schlock Mercenary
Written by Howard Taylor, this is possibly the best sci-fi / humor strip in the world. Features lines like "If violence isn't your last resort, you failed to resort to enough of it" and "I want to see the look on my face when I see the look on my face."
Something Positive
An incredibly deep charcter-driven comic featuring some of the best dark humor on the web. If you can get past the first strip, you will not be disappointed.
Narbonic
It's a comic about mad scientists, an intern, and a talking gerbil. One of the best comic strips, in the world, period.
Three Panel Soul
A slice-of-life type comic by Ian McConville and Matt Boyd, creators of MacHall.
Polykarbon
Lots of great comic and Photoshop tutorials. Bit of a focus on mainstream western comics (aka "underwear pervert" comics), but the tutorials there are top-notch.
Baka Neko
Focused more on anime and manga, but some really helpful stuff on Photoshop. The drawing tutorials are good if you want to draw in Generic Anime Style(tm), otherwise there's better places to learn character drawing fundamentals.

Remember, Google exists. I've seen far too many people ask about something that's easily searched for than is healthy for the species as a whole.
Constructive Anatomy by George B. Bridgeman
Dirt cheap, and an excellent reference for drawing the human body. Covers basic anatomy, movements, and construction for every part of the human body, with plenty of illustrations. There is no reason not to have this book if you spend any time at all drawing the human body.
Drawing the Human Body: An Anatomical Guide by Giovanni Givardi
Also fairly cheap. Focuses on the superficial appearance of the body rather than construction, with an explanation of the anatomy and why any given body part looks the way it does in a given pose. Has a lot of detailed figure sketches and covers every inch of the body in great detail. I don't find it quite as useful as Constructive Anatomy, but it supplements Constructive Anatomy really well, and it's not very expensive either. (You may notice a pattern here.)
Starfyre
Author of the speculative fiction story TSWNN, among other things. His writing is well worth the wait between updates.
Aaron Alexovich
Artist of Confessions of a Blabbermouth, and creator of Kimmie66 and Serenity Rose. Real cool guy who does really cool comics.
T. A. Pratt
Author of the Marla Mason series of uban fantasy novels, he's currently serializing the fifth book for donations. Definitely worth looking into.
